Planned Parenthood Bets on 2020 Democrat Victory

Planned Parenthood decided against accepting the 60 million-plus dollars it gets from Title X Funding. Why?

The reproductive healthcare company has bet on the Democrats winning the presidential race in 2020. Planned Parenthood withdrew its participation in Title X funding after the Ninth Circuit Court of Appeals reversed injunctions by federal judges against the Trump Title X administrative Rule.

Congress appropriated $286 million in Title X grants in 2017 to Planned Parenthood and other health centers to provide birth control, screening for diseases and other reproductive health and counseling to low-income women.

Why is Title X important to Democrats in 2020

The Family Planning and Population Research Act passed in 1970. The act’s passage was a response to the concern for overpopulation and national security. It was lead by then-president Richard Nixon amongst other high-ranking leaders. The Office of Population Affairs was part of the Department of Health, Education, and Welfare. This Act amended the Public Service Act of 1944 and added Title X to it. The Secretary of the department oversees Title X activities and monies. All arguments against the rule by the Trump Administration about the interpretation of the “abortion” section of Title X.  Section 1008 of the Family Planning and Population Research Act reads,

None of the funds appropriated under this title shall be used in programs where abortion is a method of family planning.

Title X provides particular healthcare to low-income women and is a major fundraising topic of the Democratic Party and Planned parenthood.

Betting on Democrat Politics

…a new rule that bars doctors from making referrals for abortion procedures.…it [Planned Parenthood] was forced into this decision by Donald Trump’s administration, which recently finalized a new rule barring recipients of money from Title X, a federal family-planning program, from making referrals for abortions.

The Family Planning and Population Research Act already did that. But that will not stop the Democrats from listing “War Against Women” as a reason to vote against Trump. The fundraising possibilities are huge.

Planned Parenthood needs a Democrat 2020 win

I have previously written in 71 Republic in-depth about the discretion the Secretary of Health and Human Services has in making Title X administrative rules. I also show how the administration politics make the interpretation of Section 1008 of the Family Planning and Population Research Act fluid. From Reagan to Obama, the administrative rules have changed to alter Planned Parenthood use of Title X funding. Specifically when they are conducting abortions.

I have also shown how the Supreme Court has already handled Title X administrative rules in Rust v Sullivan. SCOTUS ruled that the Department Secretary has the right to interpret Title X and give administrative rules. That means that any Trump Rule can be overturned by any democrat administration. Planned Parenthood is good at seeing abortion as a chessboard and playing the long game. It will need a Democrat in the White House in 2020.

The Trump Rule makes it more difficult for a clinic to provide legitimate health care alongside with abortions under the same roof. Namely, while they are receiving Title X funding

The Atlantic article admits,

 The federal government cannot legally pay for most abortions. But it does give money to abortion providers such as Planned Parenthood for all sorts of other reproductive health services, especially for low-income women. For years, conservatives have argued that this is effectively the same as the government cutting a check for an abortion: Money is fungible, they say, so any reimbursement or grant frees up money for Planned Parenthood to terminate pregnancies.

Is Planned Parenthood giving up?

 Could the Ninth Circuit Court overturn the Trump Rule? It could and then the case would surely go to the Supreme Court. Could Rust v Sullivan be overturned by the current Supreme Court? Unlikely, by possible. Planned Parenthood is expected to complete oral arguments before the Ninth Circuit in September. Why would Planned Parenthood spend capital on separating clinic buildings when there is a good chance either the courts or a new Democrat President in 2020 will change the administrative rule.

The Short Game is a Democrat President in 2020

Planned Parenthood is already playing the long game on many fronts. One way is partnering with North Dakota State University. There is no Planned Parenthood clinic in North Dakota. Is there a problem with low-income women getting family planning information and treatment? No. Are the numbers of cervical cancer and breast cancer higher in North Dakota than in Minnesota because of the absence of Planned Parenthood clinics? No.

No statistics of improved female health or reduction of female morbidity or mortality can be derived from any study pertaining to any organization receiving Title X monies. Title X has not decreased the numbers of cervical, uterine, ovarian or breast cancer in females 15 to 44 years of age or living below the poverty line.

Planned parenthood has now admitted it is an abortion provider before any other health care. Planned Parenthood is giving up on millions of women and choosing not to provide basic female health services to women supported by Title X. Just so that it can provide abortions. Planned Parenthood is betting if the Democrats win in 2020, the administrative rule will be reversed and all will be business as usual.
